Why Communities Must Develop Bio-Security Plans

We cannot rely on government to protect us from a Bio-Terrorist Attack. They have proven that they cannot protect us from attack and cannot do it alone. They will need the help of each and every American to help prevent an attack and then need our assistance if, God forbid one occurs. Communities are well advised to have their own Bio-Security Plan in place and be ready to work with first responders.

Rather than to rely solely on government to handle such a crisis, volunteer efforts from the community are employed to create a seamless network of volunteerism, ready to drop everything and react in a definite defense strategy. By spreading out the workload to include both the private and public sector we create a similar situation to the concept of a volunteer Fire Department, only on a much bigger scale. This reduces necessary resources to allotted for the possibility of an event, which may never happen without risking too few resources in the case it does occur. Thus insuring the greatest possibility of the "Zero Loss Of Life" goals presented in this plan.

This plan must use the resources of private sector small package delivery companies, food distribution companies, security companies, industrial parks, local media, hospitals, call centers and volunteers all working in conjunction with public sector schools, law enforcement, military, municipal, county, state and federal government. It is a total team effort. It is a battle we can win.

The intent is to not over tax any one group or allow chaos to take over, by slowing down the game and carefully and systematically carrying out simple procedures to insure the safety of all those in the critical "Bio-Zone." By using much of the infrastructure already in place with the private sector we can eliminate the overwhelming number of 911 calls and divert them to call centers out side the "Bio-Zone" run by large private enterprise companies such as AAA Club Service, Dell Computers, Fed Ex Next Day Delivery and Large Credit Card and Phone Companies.

Those who are infected will be asked not to go to the hospital unless they have broken bones with compound fractures, instead diverted to areas for inoculation of anti-virus medicines, or asked to stay at home and listen to local media for information. If you are serious about protecting your community, it is time for you to push for a Bio-Security Plan and bring in all the authorities and community leaders to make it happen. Think on this.
