Mayor Nagin the people of New Orleans are suffering grave hardships and many of them want nothing more then to return home. You need to think with your head and not your political ambitions. Politically telling people they cannot return home is a very unwise move. Mayor Nagin turn the negative positive,

Tell the People of New Orleans with 2 more months of hurricane season and the shaky state of the levee as demonstrated by the recent flooding you are taking the advice of Feema and delaying the Repopulation.

Just like you can't force the stubborn holdouts to leave New Orleans by force, you probably can't use force to keep people from returning to their homes. But you certainly shouldn't encourage them to return.

Get past the Hurricane season. Get the levees fixed. Get the city cleaned up. Get some essential services like drinkable running water, banks, hospitals and schools and then allow the citizens to return.

If you really want to repopulate the city then only encourage those to return who can help in the rebuilding of the city. Store Keepers, Construction workers, Engineers, Medical personal. This way New Orleans Residents get that extra sense of pride of helping to rebuild
